first what wet means to you ? then if wet is state of particles that arent forming crystalic form and are able to squze between gaps then water would deffinetly be wet

@willoww Wet describes a solid object submerged or coated in water (or another liquid). Since water isn't solid, the property of being "wet" doesn't apply. Hence water isn't wet. (Wet is a property of solids)
Ice on the otherhand can be wet, since it's a solid that can be coated with liquid water.

IT CAN BE. Water in liquid or gaz form is not wet but water in solid form can be wet if it has some water of liquid form covering it
