i would whisper ... your not always heard, but it's so much more polite

Definitely only able to shout. You can still convey feelings shouting...whispering its hard to get people to understand you when you only whisper

i would choose only be able to whisper because shouting all the time would be really obnoxious and you'd eventually lose your voice or end up having a raspy voice
