There were too many applicants so the current threshold to apply is raised to 1000 rep.
You can apply either way and if you are good enough you get chosen.
Its just the 1000 rep threshold helps us weed out the non serious candidates,
because its a fashion to apply for mod post on day 1.

So you get to know how the website works and who is who and what goes where while you make those many posts and get that rep.
And contributing to the website increases content and helps search engines find TWS easily and move up the website in search index list.
Right now there are certain topics which don't have answers on quora but are discussed on TWS.
Getting rep motivates a user to make creative content and help the website grow even if its for a selfish reason.

Its simple;
- You apply
- Admin checks if new mods are needed.
- Admin checks if you are worthy.
- Admin or someone talks to people to see if you are a troll or a fanatic.
- If you pass admin makes you a mod.
