We want to open a new business with US based person

I am working on product manager at software tech team under H&R block company.
We are looking for business partner who are able to rent your outsourcing account(Upwork) for long term relationship(more than 2 years).
I have a team and excellent developers who can work for various projects.
Some of my customers wants to open the project on the outsourcing account but we only have few accounts using our bio information.
So we need more accounts for our customer's project.
