@assassin not really. Actually, resorting to nuclear weapons is a bad thing to do. Almost all of the developed nations today have nuclear weaponry. If one decides to use it, the other would use it against you, resulting in the destruction of both your countries and potentially the entire world.
Unless you are using it against aliens, Nuclear is not meant to be used for defense. It's most often used as an intimidation device.

@assassin Yeah. America has...Trump and Russia are really pushing forward with their military power (they are even trying to capitalize on melting on arctic and if you are interested, watch this video)
and they possess the largest nuclear arsenal. Fearing them, the other countries would hesitate to defuse their arsenal too. So yeah, the chances for it happen is pretty bleak. -

@assassin The chances for that is pretty low too. Like I said earlier, if one country makes a move, then most probably within a day or two, both countries would be destroyed.
So, the only way to make a good move would be to assassinate their leaders and top-tier officials and make an all-out move in the resulting confusion or somehow, defusing their arsenal and making a move on them. In both cases, they still would have to deal with their allies.
Hence, they most probably won't happen and even if they somehow happen, most of it would happen in behind the scenes. So, civilians would pretty much be safe.
