Beauty in the form of a person needs to come from both the inner and the outer. Outer beauty i think could easily be recognised and it doesnt matter if its culture or not.
But inner beauty is a bit harder to spot and find and comes through time wheras outwardd beauty takes little time to see.
Then I would dare to say that there is a third beatuy - THe Radiant beauty. This beauty comes when you appreciate both the inner and outer of a person so that person to you seems infallible by imperfection and filled with beauty. This type of beauty comes in the form of romantic relationships mostly

If guys keep breaking up with you, maybe you're just dating the wrong kind of guy. Don't go out with someone because of superficial stuff, but because he gets you and legit cares about you.
I personally don't think you're ugly, but even if you were, your appearance shouldn't be something to be insecure about, it's only superficial and meaningless.
Be strong and simply accept yourself without taking into account others. One can only be constantly happy by accepting him or herself. -

You could take your 3 forms of beauty and divide it into 3 more by just saying:
Outer beauty can be improved by make up, photoshop or several other gadgets. Inner beauty can be improved by behaving as if would exist to get more friends an partners.
So you get inner beauty faked/real, outer beauty faked/real and what you call radiant beauty (what most of the times is made by your brain, when you dont know a person but start to projekt your perfekt wishes to a person)
This is starting to become difficult :D
So I reduce all these things mathematically and stay at the point I mentioned were before. Since we do not know how she looks like we can't tell if she is so ugly that guys break up with her or not ;) :D -
