Well to be honest, it would be inappropriate. If you have someone under 18 they have not really experienced life. The real question is what would you expect from them. Yet, history has shown where arranged marriages have happened and many times it was adult men with girls as young as 14. Not sure how I would respond to that.
Humanity can grow too, or revert to it's more primitive or childish ways. Right now humanity seems to be reverting...
By growth I mean though, that we are understanding human psyche better and do understand better what it means to mature. We now know that children are not capable of understanding the depth of marriage, of this relationship, at least on average they don't. Also teenagers don't really understand love yet, they only have emotions and strong desires. They seldomly know what it means to give yourself.
Ergo, we – most of humanity – have grown to understand that love needs a certain level of maturity, and thus we don't allow children to marry anymore.
