Why the letter?
Just talk to him! Ask if he wants to hang out someday?
If he is not in for a date, than you could always say that you would like to hang out just as friends. (Hopefully in that way you could avoid awkward situations)

@kh1137 sorry so late but if you want to go by letter and hes more of an extrovert (this is by personal experience) i would recommend starting off with saying how you enjoy spending time with him * can reference to a specific time* then be forward with it and say how you would like to spend more time whit him but as something more than a friend. sorry for the bad grammar and good luck.
