@iwant2believe I'm no sir devil but I'm just gonna say my thought if that's cool with you. First of all, to answer your question. No, liking to be touched a lot is not being too needy. You're just being human. As being human comes with the need of physiological touch according to Abraham Maslow's "Hierarchy of Needs". Have you tried talking to him regarding this? Maybe he's got some problems.
