If you haven't read the message in the following minute after receiving it, you will be notified(unless you have the chat with the person who sent the message open). However, the notification system is quite crappy, sometimes you get notified even if you read the message and that's because you didn't focus on the chat(by pressing on/scrolling it or whatsoever).
