How many community rules do you follow of other website? However most of rules are related to posts and usernames. Also, app owner should not be able to see content which any one sending to other person via personel message as it is biggest breach of personnel privacy. So, non of such rules stops anyone reaching someone for having intimate talk.
If you have any issue with stuff , you might ask app owner to give you option to disable getting messages from strangers but under such condition you might not come in contact with anyone closely to have friendship like relation for which your little head is here for.
