I'm a guy who loves attention given to that area by a woman. It's to a degree that I'd say I have a fetish. Since I love it that much, I notice that not a lot of women are into them. Therefore, I'd say it's not "normal" from the standpoint that the majority of women do NOT have that fetish.

Your second question: Do guys like this? I'd guess that most like it and some don't. But the guys who just "like" it probably won't give much sexual latitude to a woman with a fetish for balls; they'll just give her occasional access to them. So women with such a fetish should seek out guys with the counterpart fetish, like me... Hahah!
