In older Finnish one used to say, literally translated, something like "four of the third" which would mean 24. That expression disappaired in cause of the time, but what's left is using the similar kind of expression with numbers from 11 to 19, still. "Viisitoista", fifteen is srill called "five of the second", no one thinks about it...
Actually "onety one" certainly sounds weird in any western language.
