@ali-talib U can set that options to ring when u received a new message in ur settings >> shoutbox and at the same time u have to click on that Small Wrench above ur Shoutbox at publichat page and tick them also.
as far as i know if u go online ull get a ringing sound and the "[userblah shoots ..] in ur tab title bar and ull get a notification when some one mentioned u as @Ali-Talib in shoutbox or where ever.
