Police reform or something similar needs to happen in cities. It's not easy to personalize with individuals there & therefore they don't know them & are under the influence of impersonal insecurities that they can't desensitize themselves from. The insecurity is because of a disproportional correlation of black skin to crime etc. They view people on shallow basis.
