I'm not really sure how to answer this though it's just a 'Yes/No question'. But, according to me, youngs tend to look for someone who they think suits their styles best. And of course, if you're just at the dating stage, he/she might be looking for others, that's not considered cheating and completely normal. We all just wanna look for an ideal significant other. But, if you both accepted each other and became an official couple, it's not appropriate to look for someone else and it's every reason to be considered cheating. In fact, people overused the word 'love' and mostly confused it with 'passion'. Love is real when trust is put, and cheating is not a thing to be worried about.

I guess it would depend. Are you in a committed relationship or not. Also depends on the person. One can just give you a compliment but when continuing with a certain person or getting their number you are then taking it to the next level
