Incest can range from parents having sex with their children, or siblings having sexual relations and even first relations like cousins can be refereed to as incest. Due to the medical defects that can occur in children, it is also morally debatable and that is why in Australia it is 100% illegal to have sexual relations with close family members. I know of first cousins that have married and had children and the 2 out of the 3 have disabilities, it is too early to see the impact if any on the third child because he is just a baby. I personally do not agree with it but each to their own I have no right to judge.
