Go to a users profile. By default the user has to be following you to open a DM with them but if they have it un selected then you can open a DM with them by clicking the 3 dots on the right side of their profile picture. You will get a notification if their DMs are restricted so follow people to make friends. To follow a user hit the + on their pfp.

Also you can see the last time a user was on, on the bottom of their profiles so you arent trying to DM someone from 3 years ago
