I mean I think they do because unlike air, water is matter, but I did hear about fishes who couldn't tell water from air if they were too deep. I think it had to do with there being no light and and big percent of them being blind.

Light and normal healthy eyes make all things can be seen. Air and water are inherently transparent. It's their pollutants and disturbances that cause them to be visible. When we're diving in very clear water, the water looks same as air. We don't see it, only sense it just as we sense air. Fish are maybe the same, but to know for certain, we must ask one :) Only the fish know.

@LittleTeddybear I would assume so, due to the fact that air molecules are spaced out, and you cannot see air. But water molecules are together.
